Actually, East Goleta is one of the few beaches I feel fishes better at a low tide than on a high or rising tide. I'm not sure if it really has anything to do with the fish but there seems to be fewer weeds in the water at low/falling tide.
I stick to three basic color patterns of 3" Hammers.
Opaque: #60 Sea Wolf or #41 'Chovy
White/Pearlish Belly: #02 Wookie Wacker, #75 Silverside, #12 Mackerel, or #27 Pepper Trout
Clear/Silver Belly: #34 Green Sardine
I've done okay at the Sand Bar but I usually do better at East/West Beach from about 100 yards East of Stearn's Wharf continuing West all the way to the harbor.
