Ventura Harbor Patrol was not at the meeting. This was only CI Patrol restrictions, but they did say that Ventura had similar ideas. Harbor Patrol also said that at any time they could close the entire breakwall if they felt it was too crazy. Frank Sullivan spoke up and mentioned that that would cause a s%*t storm with the hoopers.
I believe that it will be crazy with restrictions for the first week or 2, and then it will mellow out, both with attrition from those that don't like restrictions and the enforcers getting tired of it.
If you are serious about hooping, I suggest following MJ to his secret spot  .

Pineapple, you mentioned lights (plural) in order. Do we now need more than the single light on the stern?

Well I saw it coming I was hoping they would do something to let people know this baby crap or fighting an feuding wasn't going to be tolerated. This open end rule stuff is going to net them allot in tickets I bet. I would go open water if you have the boat because they are just going to be begging to get people. What a shame the bad apples spoil it for all the others.

The stern light on yaks, etc has to be higher than the operators head to allow for an honest 360 degrees visibility.
If your boat requires bow lights, just do it. I remember buying one of those flashlight-type bow lights with the suction cup for my ski boats and night cruising.
Do yaks need bow lights?
the coast guard will be out checking all boats for safety equipment

Oh, and those newCI Harbor HOOPING RULES are the GAYEST (no discrimination intended to my "life partner" type Get Bent brothers) RULES I have ever heard in my entire life!

It's time to fish the outside and use your fishfinders to find structure in open waters, it'll just be a headache hooping the jetty.
