thats askin for trouble. If you see a diver goin through you traps why dont you just confront him at his boat? Seriously Joe, i really hope your not plannin on dropping seal bombs on divers. Your gonna land your ass in jail
When i comes to channel islands harbor, its the only place i can hoop. Im gonna do it the same way i did it last year. I'll follow the new "rules" once they are written into law/county ordinance. If HP confronts me on it, i'll ask him exactly what code im breaking. If he cant tell me, then he better call the police.

Harbor patrol has jurisdiction on the jetty not the police. I've seen most divers start from the beach with no boats...I'm sure HP is there to confront divers too.

Probably not required by law but would be a smart idea for their own safety. I have almost ran over yakers a few times when cruising along in the darkness.

running at night without lights is just plain stupid...doesnt matter if its not required...and unfortunately for us...Hooping really does bring the stupid people..Hooping madness will eventually close the break walls..if i was a HP..why bother..rather deal with the sh*t storm that would result from that then get a call at 2 am in the middle of winter to deal with a stupid problem...
Open water hooping isnt really much of an option either with all the commercial traps out there...they really are a hazard to navigation...no lights, unattended...and hundreds of them everywhere..
We will never be rid of the idiots like Cereal Killer...too many of them out there...
I still say the discovery team needs to come out and film this stuff..MUCH better then that pathetic rip off they have now Lobster wars...i cant bring myself to watch more then 5 mins before i switch channels..

Yaks were being talked about at the same time as talking about small boats. I may have over-lapped the requirement into yaks. Flashlights were talked about for the yaks. My apologies for my confusion.

I have seen yakers without lights before and that was one scary site. They were like ghosts on the new moon. I heard them before actually seeing them.
MJ and I always bring our lights, so you won't have to worry about us. But you guys do know to stay away from our secret spot. Whereever that is.......
EDIT---
I never had an issue with Cereal Killer.
