Un-enforceable. Tidal swings can make you illegal in just a couple hours. It would also create safety issues and a good lawyer can make a good case against the HP when your boat is damaged or destroyed when it is crushed against the rocks. This is especially true if you're hooping with a full 10.
Lights, yes, a good thing to enforce. Yakkers only need a light on board, even a headlamp will suffice as long as it can be seen up to a mile away. LED's due to their reaction with most human eyes can be seen at great distances.
I can understand the HP's need or desire to control the unruly but they seem to have lost their marbles. What did they do about divers? As I understand it divers are not allowed to operate in the harbors unless cleaning ships and only then by permit.
5 ft radius on a kayak is not enough room, anchoring a yak in the harbor near rocks is totally unsafe. A kayak can easily drift a considerable distance when pulling a hoop, will the HP sit there waiting to steal your hoops when you temporairily drift out of range?
I suppose the bright side is that when a seal is spotted underneath on your FF and you have to stay close then we'll have a far better chance of success when using seal bombs.
