It looks this legislation would just put American owned ships in dry dock while foreign owned ships did business as usual.

I wounder what the real motivation for the legislation is.

As been said the motivation is just to make people think they give a rats butt. There is nothing that can really be done with out shutting down the ports and forcing a retrofit to all ships coming in. After loosing billions in revenue and driving prices through the roof these politicians would disappear from society never to be seen again. The truth is that until there is a viable solution to the black gold there will be NOTHING done that will do more then put a band-aid over a severed limb.

Bet Barbara "the box" never set foot in our beloved Ocean.
