For once we totally agree. You certainly have pointed out stupidity here. Once again you don't argue with the over whelming evidence you just attack the people pointing it out. If that is not pointing out stupidity, I have no clue what is.

Well, fact is the Harbor Patrol actually had a conversation with this person and explained in depth how a marine radio would be more valuable than a cell phone as it would go directly to the Harbor Patrol which is always monitoring the marine radio. You example subject felt very comfortable with his cell phone and as discussed prior to this incident the 911 call went to the first 911 call center (which is not the Harbor Patrol) and then had to be transfered multiple times until it came to the Harbor Patrol. RESPONSE IMMEDIATE AND MORE THAN WHAT WAS REQUIRED. MORE FACTUAL INFORMATION WOULD BE THE HARBOR PATROL RESPONDED CODE-3 WITHOUT DELAY, ASSISTED WITH THE REMOVAL OF THEM OFF THE ROCKS, TRANSPORTED THEM BACK TO THEIR FACILITY AND OFFERED THEM THEIR PERSONAL CLOTHES AND SHOWER FACILITIES. Jackpot, Jeph you guys are awesome and single handedly made this change for the better. I commend your honest consideration of the reality that these rules were not implemented because of many of you competant and respectful sportsmen. Unfortunately, in this present day you cannot turn around people who may not be so blessed to have the money to buy the proper safety equipment or be fortunate to be knowledgeable of the inherent hazards of the East Santa Barbara Channel. This was the demographic that was being addressed these new (AND LEGAL) rules.
As for all you couch potatoe fair weather self proclaimed sportmen who have no respect for the inherent dangers of the Pacific Ocean step up and come ride along with the Harbor Patrol in inclement weather. I guarantee you would be crying for your mommy on some of the conditions in which we operate. Now try to put yourself in the position where you have to plan a rescue without a backup in the evening with multiple hazards in the water with only one other team member and think about how you will deal with people either on the rocks or in the water. There is no time out and you have to make it all work with your minimal resources, and no back-up. Replacement cost of Patrol Vessel 375,000 dollars, and at the minimum a one year delivery time. All these issues because some person wants to get a free lobster, and thinks that no matter how irresponsible he is he can just call 911 and someone will bail him out. Unfortunatley, this is the case as many of you can call and WE WILL RESPOND. Just as we did for 3 vessels aground, 1 submerged vessel, and 1 overturned kayak last year all after daylight hours, with only 2 personel to accomplish the rescues. Yes, many of you out there helped and of course we appreciated it as we have always looked at it as a group effort. This response is not intended to belittle you.
I wish you all luck! I can say with complete confidence your immature posting and inflamatory comments only lend credibility to the need to further regulate this sport. I have already drawn up a list of sugestions that I will be submittng to the California Fish and Game Commission in regards to this reckless and pseudo commercial sport or lack thereof called hoop netting.

First off the site is closed (you have to join to see posts) so no amount of posting is going to boost any thing for the site so that was a very small poke for nothing. Second what you describe is your job if you truly are a member of the HP and I won't go into the points that have been made where you (HP) didn't answer the radio that I won't rehash for the 30,000 time. I have call the HP on 2 occasions and both times got no answer so acting as though you are ready at a moments notice just isn't cutting it.
As for me back peddling I have no clue what that is about. I said I saw it coming I expected the HP and master to respond with the proper solution and instead they let divers use the wall that hoopers and kayaks can't?? now if we closed off a public park and only let one race of people to use it or one gender you don't think there would be a problem with that??? if it is safe to fish with a fishing poll from a boat and dive then it is safe to hoop. Explain that one. The rest I have said 20 times if you had read my posts before you wouldn't be here saying this stuff so I will spare every one the repost.
rumors? what rumors people have voiced first hand experience that isn't a rumor.
Phishy sorry this is not what you want to see but people are ticked and they are going to voice it. As for threating to ban people I really would like to know who did that as I have not read it in any posts and that isn't how things are run here. Please let me know who the person is or the one that was threated so we can deal with this. The ONLY time a person is banned is for violation of the (TOS) terms of service agreement. Personal opinions if voiced with out using bad language or personal attacks etc will not be banned whether they agree with a moderator or not.

I could tear your post apart, but will refrain. If you are going to come onto a public board and post, please be a little more professional about it. You are mirroring those that you are attacking in that you are letting the same emotion, passion, and frustration clutter your thoughts and comments.
Please stick around and enlighten us more...as this issue is FAR from over.
Riddle me this:
Miller said that the reasoning behind Harbor Patrol being closed from 2-6am is because "only about one half of one percent of the calls were made between those hours," "We just felt it was more prudent to put more people where we have more calls for service." If an emergency occurs after hours, an operator will call the on-call officer -- but those calls are very rare"
By the same token...
"Each year, the harbor patrol sees about 450 incidents -- and only about half are boating related."
So 225 incidents...we'll use the same 5 that we keep hearing over and over from you(HP.) 3 vessels aground, 1 submerged, and one kayaker that fell out of his kayak. 225 boating incidents, 5 of which were hooping related.
So 2% of your yearly boating incidents require all this drama???? Not only that but you are now going to increase patrols to enforce rules so that you can eliminate/alleviate that big 2% problem?
Wish the "if it aint broke, why fix it" logic was used here as well.

Since Mr. Miller took us up on an offer of hoop netting first hand. I believe I should reciprocate and take you up on your offer of, “get the real facts”. So you name the time and I will come down to the Harbor Patrol to discuss this very issue. I am looking forward to your response and hopefully will see you soon. I can be there at the end of your shift so 2:00 AM is not a problem!!
