Who is Mr. Pena?

It sort of disturbed me when I read the tentative agreement announcement by Joey that the agreement by Mr. Miller needed to be approved by Mr. Pena.

So who is he and what is his position? If he is an official of VTA then what would he think if he found out that he signed his name to a poorly worded document? (if you read the document or email posted you will see what I mean.)

What I also found odd is that not more than a week or so after the first go-round of fury and indignation that Mr. Miller claimed to be the final authority on the matter and stated that emails to other people would be pointless, or words to that effect. Now we know that he at least has to report the matter to a Mr. Pena?

Perhaps we should refocus our concerns and attention towards him and not on some underling?

I believe he is the top dog of the Port of Commissioners I'll research it. The information is either on this site or a link within the site.

Thanks Warren, I sort of thought so, guess it is time to write to the people that really matter. A simple explanation should do and references to the personal preference of Mr. Miller regarding divers (read prejudice) to legal counsel might just even things out as well as define what is actually "in harbor" according to ORD44. Of course that ends at the jetty points.
